The license of Continental Education Guidelines Firm has been canceled by Additional District Magistrate Viraj Shyamkaran Tidke in exercise of powers under Section 6 (1) (e) of the Punjab Travel Professional Regulation Act-2012.
Additional District Magistrate Viraj Shyamkaran Tidke informed that Mr. Gurpreet Singh (Proprietor) son of Mr. Ravel, owner of Continental Education Guidelines Firm, SCF 10 Top Floor, Phase-2, Mohali, District-Sahibzada Ajit Singh Nagar. Singh Vasi Village and Post Office - Jora Singhan, Tehsil-Batala, District Gurdaspur-1435051 Hal Vasi House No: 477, Phase-3 B2 Mohali, District Sahibzada Ajit Singh Nagar was issued a license for consultancy work with a validity of 14 Expires on November 2022. It was not renewed despite the expiry of the period.
The monthly report to be sent to the clients in Rule No: 04 of Government Notification dated 16-09-2014 and Item No: 13 of Advisory Memo dated 14-05-2018 regarding Rules 4(6) made under the said Act and its amendments Written to send. Apart from this, the complete information regarding the advertisement etc. given by the firm/company regarding the business is also to be given under Section 7 of the said Act. In this regard, the firm was instructed through the letter dated 26-06-2020 of this office and under the Act Rules by the firm through letter dated 03-12-2020, No. 128-129 dated 19-01-2021 and letter dated 21-05-2021. Notice was issued to send monthly progress report information in the prescribed proforma. But no report has been sent by the licensee yet.
Tehsildar, Mohali sent his report and wrote that he went to the given address SCF No: 10, Top Floor, Phase-2, Mohali and after checking with the neighbors it was found that the office named Continental Education Guidelines has already been closed and as per residential address report no one in this name (Mr. Gurpreet Singh son of Mr. Ravel Singh) resides at this address.
According to section 5(2) of the rules made under the Punjab Travel Professional Regulation Act-2012, the application has to be made 2 months before the date of expiry of the license. But in case of non-renewal of the license, a notice was issued to the license by this office vide letter dated 25-11-2022 and letter dated 25-05-2023. In this regard, the letter of Mohali Residence has been returned by registered post with the comment No Such Persons.
Even after a long time, no response was received from the licensee. On the basis of the above-mentioned situation regarding the firm, the licensee did not send the information regarding the clients and advertisement/seminars etc. as per the Act/Rule and Advisory and neither informed the government about the half-yearly information sent, for not renewing the license. The firm and the licensee have been found to have violated the provisions of Section 6(1)(e) of the Punjab Travel Professional Regulation Act-2012 by not complying with the terms of the licence.
Therefore in view of the said facts Mr. Viraj Shyamkaran Tidke, IAS, Additional District Magistrate, Sahibzada Ajit Singh Nagar under the provisions of Section 6(1)(e) of the Punjab Travel Professional Regulation Act-2012; Continental Education Guidelines, Registered Office: SCF License No. 118/MC-2 dated 15-11-2017 issued to No. 10, Top Floor, Phase-2, Mohali, District Sahibzada Ajit Singh Nagar is cancelled/revoked with immediate effect. Apart from this, as per the Act/Rules, if any complaint etc. is received against the said company/firm/partnership or its licensees/directors/partners of the firm in future, then the said company/director/partner will be responsible in all respects and its will also be responsible for reimbursement.
Now it has to be seen how many more such cases are in Mohali and other cities and what strict steps need to be taken to prevent such incidents.
